Chinese Beef and Broccoli

- 1/4 teaspoon red pepper flakes
- 2 tablespoons vegetable oil
- 2 cups broccoli florets
- 1/2 cup beef broth
- 3 tablespoons honey
- 3 tablespoons rice vinegar
